No way of knowing when a sale/discounted book is unavailable overseas

Fair enough if a publisher won't agree to the discounted price outside America but there is, as far as I'm aware, currently no way of knowing which items are affected. If you have a cart of multiple books the order won't process but you can't tell which book or books is causing the problem. You have to manually delete (and re-select) as necessary until you've found the culprit. This is frustrating, annoying and surely unnecessary.
Please spare a thought for overseas customers and sort this issue. Either make it clear when a sale/discounted price is America only, perhaps by adding a big sticker/label to the picture or elsewhere on the item, auto deleting (with explanation) from cart/checkout or always putting such items to the top of the cart so that when it happens we select the top item accordingly until the order will process.
Currently, one book affected is "Release the Pain, Embrace the Joy: Help for the Hurting Heart" by Michelle McKinney Hammond

I can confirm your experience and also the unhelpfulness of the error message:

EDIT: what I didn't check is whether your example book is really only on sale in the US and that's the issue. It's possible that there's a technical glitch for that resource - Brian or so would need to answer on that.

I apologize for the difficulty you're experiencing with purchasing discounted titles. I'll check with our development team to see why the promotional pricing isn't extending to you in the UK and see if the fix is something we can alleviate shortly.
