I can do this by doing right click on a resource in a library. But I believe there used to be a dedicated button to do this on the right side of the panel, but now is missing.

I do not recall the button you're talking about, however you can quickly open the prioritization panel as illustrated below
I would like for them to bring back the "Prioritize" toggle button. They've got plenty of space on the top of the window, they didn't need to remove the "Prioritize" button to save space. Why change to interface to force more clicks instead of reducing clicks? It's not an interface enhancement what used to take me 1 click now takes 2. I miss the toggle functionality.

I agree with you. I find myself using the shortcut "Control/Shift i" all the time now. Perhaps that is a good option until/unless it returns.
