How do I add linked text that will bring up a notes or clippings tool like in the following screenshot I took from another workflow that I did not create.

It does not deal with notes or clippings, however it will work the same way.
The workflow has to have a section to type text which automatically creates a linked note.
Can you explain that Please?

Sure. If you look at the screenshot below on the right I have a workflow that I am creating. In that workflow I put a section for a question/answer. On the left, you see that open workflow and that question/answer box becomes a text input box. When I enter text, you see below it creates a note in the Notes Tool anchored to the reference and the workflow itself. If I edit that note, it also edits it in the workflow.
