Is the intent to tell me that all four events occurred in Bethany? no distinction for baptism in the river or temptation in the desert or for the Pinacle of the Temple (in the Legend higher up - but not on map)?

No, only that this map includes all four events.
Unfortunately we're not yet able to do as much with the flags as we would like. On this map, there are multiple events attached to the flag at Bethany:
But the Atlas implementation isn't yet able to show a pop-up with multiple events, so the context menu only shows the first.
We don't have a specific location for Jesus' Ministry Begins so there's no flag. While the narrative says "the devil took him to the holy city" as part of the temptation, most of the temptation seems to occur in the desert (or "a very high mountain"). Given the uncertainty about the location, we chose not to put a flag, as I recall. The dotted green line is meant to indicate a path into the desert with an uncertain destination.

Got it - this makes sense and unfortunately, I have no ideas for how to improve the Legend to make it clear - some sort of highlighting the events that appear on the map?
The current plan (not yet fully implemented) is that you can drive from flags on the map and the context menu to see where the "placed" events occur. That includes those with unfilled flags, which represent a best guess but not as certain. But there are a lot of tricky judgments, sometimes we only have a region as the setting for an event, etc. So the events in the legend really only mean "these events are covered by this map".
