I only have peace of mind that it's supose not to be a bug, not because of the design model. If it's by design, I wonder why Dave can't reproduce it? One of us must then have a bug?
Andrew and I went round and round on this - I can't find it now but it's back to the single guide issue which works to our advantage as a function to refresh a guide but drives us nuts until we get used to it when what looks like two instantiations behaves as a single object.
To get around it (this is probably longer than necessary)
Now open them, set to the same passage, set one to "to", set the other to "from"
In this case I have two guides instantiated with the same passage. The OP showed two copies of the same guide instantiated with the same passage ... naturally as they are duplicates.

When both guides have been started (individually) with the same passage, then I can reproduce with To/From switching.
