Not sure of the context, but that is the Open in a New Window icon. If it's got a shorter cuter name, I don't know it.
According to this web site it is a "Open in Popup Icon.
If you hover over the symbol in Logos it is listed as "Open in a Floating Window".
EDIT: A Google search seems to confirm it as a “Open in Popup” icon.

Ha! Well, I didn't have much luck with my first try either (which was to search for that image via Google Image search -- it's too small to do a search on). I wouldn't have had the patience to keep going after that.

I got those results at first too. After hovering over it in Logos and searching "Open in a floating window icon" in Google it all went well from there.
