I have the two Dick Eastman titles FL offers: The Hour that Changes the World and No Easy Road. Neither shows up in my iPad library, yet they are said to be available on mobile. They show up in my laptop library and my web app library.
They both show for me on iOS Mobile app. Have you tried the rebuild index command?

I just re-synced my data and they now appear. Thanks for letting me know you could access them and it wasn't a resource issue.
