Bug: 8.5 Notes tool title does not update after filter has been removed

Deleting OT302—Readings (from the Docs dropdown) while the Notes tool is filtered by that notebook removes the notebook from the filters, but leaves the notebook name in the tab title.

Expected behavior: Tab title would revert to "Notes" while unfiltered

Actual behavior: Tab title shows notebook name although no notebook or filter exists
