How do I access the biography record rather than the bishop et.al.record?
Unless I've misunderstood you, there aren't two records. You're seeing a hovertip which gives you more detail about the record you are looking at.
Certain topics have been identified as historical people. These are tagged with biography and they additional sections in the Factbook:
