It is presented in the context of Black Friday promotion. To read it as being based on spend for whole year is to ignore the context and supply your own context. FL connect members already receive a rebate based on yearly speNd. It is stretching things a little to hope FL would offer a second coupon based on yearly spend.
Stranger things have happened but I’m not expecting the World to be turned upside down in this way.

Though not stated explicitly it is implied that Black Friday promotional is the determining period therefore Nov1-Dec1. I would love to be proven wrong and the period corresponds to some greater interval.
The coupon is effective starting December 3, so the promo is likely just for the month of November, giving FL a few days to figure out individual rebate amounts.

The earning period is November 1 at 12:00 AM (PT) through November 18 at 8:59 AM (PT).
The coupons can be spent from December 3rd at 12:00 AM (PT) through December 31st, 2019 at 11:59 PM (PT).

Even when I'm logged in to Logos.com I'm not able to find that page, and I don't see any link to it on https://www.logos.com/black-friday either. (I don't have ads blocked on Logos either).

a pity, since I did my spending before November and can’t do any more. But no sense in getting mad about it if it’s only intended to just be an extended “Black Friday” sale.
