how do you create a layout on ipad and how do you close one of the default layouts

Welcome to the forums, Doug.
Layouts on iPad are obviously a bit different than on desktop. Tap the tabs button on the toolbar (center button) and add as many as you'd like. If you'd like a tab to be split, tap the split icon in the top right corner of an unspilt tab. To link tabs together, tap the linkset button at the top left of the screen (all of this is in the tabs view...). You can drag and drop to rearrange tabs to your liking.
Once you have everything where you want it, tap the layouts button at the bottom left of the screen, then tap the plus button at the top left of the layouts screen and give your new layout a name.

If you are referring to the toolbar that comes up when you press the plus sign that takes you to the library, that tools section does not have a "tab" button. If this is not the toolbar in question then I am even more confused.
