Can I force Logos to not update the program engine. IE make it not update until such time as all of the bugs have been worked out?
You can set Automatic Updates to No
As for Bugs, I know of no software that does not have any bugs at all. Which bugs in the Logos app are giving you the most heartache?
I wasn't having any but I read the psot at the top of this forum about people having issues. I just wanted to avoid any issues while trying to settle into and wrap my mind around using the program

So I don't see any advantage in freezing your software with a particular set of bugs when you can get a slowly decreasing number of bugs by using the current release.
I concur, but there are reasons to avoid auto updates of the software engine. Many of us regularly update, but we just choose when to do so based on our schedules.

set update channel to manual
that allows Use Internet to be Yes so resource(s) and dataset(s) can automatically download (while program updating is manually done).
If want to restore automatic downloads of stable program updates, can use command
set update channel to stable
If desire beta updates (usually weekly), can use command
set update channel to beta

Occasionally minor updates introduce new bugs, but usually those are both detected and fixed very quickly.
