Why Do My Highlights on iPhone, iPad, and iMac All Show Different?

I have tried my best to figure this out, changing notebooks, pallets, etc etc... All I want is for my highlights to show up the same on my iPhone, iPad, and iMac (Desktop)? I feel like this should be a simple thing?

I'm coming from the old school notes/highlights before there were notebooks so I use to have notes being saved to resource related notebooks so I have a ton of them, but that doesn't seem to matter?

    More info is needed. one possible answerr: you have a yellow highlight in addition to blue, making green. On iPad, you have the note turned off.

    on the one that is on the iPad that is green and the desktop is blue, the blue is the "newest" I guess that is showing (it was previously highlighted using the green in a previous note). I deleted the iPhone app and re-added the iOS app trying to force it to re-sync and that seemed to work on the iPhone, it now matches the desktop.

    I guess I'll need to try the same on the iPad. All three have "notes and highlights" turned on, and as far as I can tell you can't turn on and off specific notebooks on iOS or iPadOS, that's only a function possible on the desktop version (which all are checked to show).
