Unable to Highlight on Desktop

I am unable to highlight anything from the Highlighting palette on my desktop. The highlighting from my Ipad is synced okay to my desktop but the desktop has stopped.

I don't think there is a Programme Setting to turn on or off. Can anyone help?

Can you check which Notebook the palette is assigned....

and that the Notebook is turned on in your visual filters. Thanks

My notebook was set to "Active Notebook". But no highlighting was possible (from any palette) until I opened a Note Doc (to follow your suggestions). Then it started highlighting into it!!!

I have closed the Notes Doc and it is still highlighting into it. So I don't know why I got the glitch!"
