It's a Logos 9 exclusive at this point. It may very well change in the future.
I have Logos 9, but I don't see it in my resources.
Ah, yes. My bad for not being more precise; it's exclusive to German Logos 9 packages. We didn't think anyone outside the German market would be interested. [:)]
If I go to the German website, I can buy the package for $59, but these don't cost anything. So it seems that I have to purchase the German Starter package to get them. Is there a way to get them without the Starter package.

Yes it's in the Starter...but this are just the Bible Text.
There currently isn't. This may or may not change with Logos 9 Basic (Deutsch) in a few months.
