Why is Information Pane acting this way?
If I bring up the Passage Study Quickstart Layout either from the Layout icon on the toolbar, or from the Home Page tab, Info Page looks fine - categories are there, and it's in Link Set A. More importantly, the Link Set settings are there to modify or remove:
But if I bring up Passage Study from Home Page Layouts under the Info icon on the toolbar, Info page is not populated, is not linked to A, and there is no way to add/modify link set:
If I bring up a Bible, then click the Information Tool from Tools menu item, it also has no information, and no ability to add a Link Set:
Is the Information Tool broken or is there something I should have done to set it up properly?

I guess to be more concise (as I understand more about the Info Pane as I pay with it), why does the info pane sometimes not have Link Set settings, and if they are gone how to get them back?

Your first screenshot shows the Explorer tool, not the Information tool. Those are two different panels with different functionality.
