Any reason why Logos 8 and 9 has double logo? Such a waste of space and it is not appealing. Any plans to remove it or move it somewhere else?

I don't run windows, but looking at screenshots, it seems like some apps have traditional title bars (what you see) and some don't. I don't know why that is the case.

The double logo is only on Windows! But I agree that the super, very, very large one is a huge waste of (very valuable) space.

This is correct. This is standard for applications in Windows OS. I have attached a screenshot from Adobe Acrobat:

Yes, but only because that is how "windows works." On Mac, the maximize / minimize buttons are on the left (rather than on the right where they are in windows).
The buttons actually used to be more integrated with the title bar (like in the screenshot here: https://en.wikipedia.org/wiki/Logos_Bible_Software).
As far as I remember, this was changed because of some unintended consequences. But before that, there was actually no Logo at all - only the Home button. So, we went from none to two on Windows. It doesn't bother me too much, but I can see why it would bother someone with a smaller screen.

It is funny that I didn't notice the double logo until reading this thread. It is amazing how my eyes just didn't look there but it for sure it needs to be changed! The toolbar needs as much space as possible. I took time to vote and I would encourage others to do so as well.
it is a small thing, but, I agree, it would be good to remove it.
In at least one beta there was talk of a function behind it. I don't know if that reflects future plans.
