That's because Labels are a datatype reference.

In Logos, "label" is a data type, just like "bible" or "page".
However, because it's a very generic and open-ended data type, it has a custom search syntax provided through the {Label} search extension. (Technically, I think you could search for <Label = ...> like any other data type, but that's seldom useful, because one is usually interested in finding all labels that match some kind of pattern, not just one specific reference.)
The wiki perhaps conflates these two distinct concepts: implementation (data type reference) and search syntax (custom, not reusing common data type search syntax).

Deliberately so, as I am trying to be consistent about the nature of Search extensions via the {extension} syntax and the {Label} extension in particular. The text "Some types of data are identified as Labels rather than datatypes" could be restated as "Some categories of data are addressed via the {Label} search extension". Is that better?
