IMPORT PDF Files or PDF IMAGE Files into Logos as a PERSONAL BOOK
I use PDF-XChange Editor Plus to create Logos Personal Books from Images (with auto created Table of Contents)
1) [PDF-XChange] Import Batches and / or Folders of Images and Auto Bookmark them:
Organize > Insert > Images > Options > Image Labels > Custom Label > Use Image Filename > Add a Bookmark for Each Image with Custom Label Text
2) [PDF-XChange] Convert PDF Image File to Word Doc:
Convert > to MS Word > Edit > Include Images > Include Links
3) [MS Word] Headings for Logos Personal Book Table of Contents:
Go to the titles of each image / section, and apply Styles (e.g. Home > Styles > "Heading 1", "Heading 2", etc)
Import into Logos!

Abbyy FineReader sells for $200
PDF Exchange sells for $60 but (somehow) incorporates Abbyy FineReader or so its ad says

I believe, it only includes the OCR engine from Abbyy inside its own program. The full Abbyy Software would include other features.

The company that sells the OCR software that I use also sells a OCR SDK kit that the ad for says it will allow "you" to add OCR to your project.
So my guess is that there are a few OCR core programs that all the rest are built on.
