No license to open Personal Books on my second computer?
I tried to open a Personal Book on my alternate computer.
I clicked "Open" on the panel.
And the result is this:
It does this for both Personal Books I have created. Am I missing something? Perhaps I need to make the documents available to my other devices?

Exactly. You do this by "uploading" the PBs from the Logos installation you built them on (the Upload-button is directly below the Build-button) - then the PB will automatically download to the second device.
The error message is misleading (some time back when someone coded it, they only thought about the most probable reason why Logos can't display a resource and put it in).

Thank you! That seems so obvious now that you point it out. Problem solved.

One older strategy (for those who choose not to UPLOAD to Logos servers) is to store PBB source files in a shared/on-line drive (dropbox, OneDrive, etc.) so that the files become available on other devices without manually copying them.
Making Disciples! Logos Ecosystem = LogosMax on Microsoft Surface Pro 7 (Win11), Android app on tablet, FSB on iPhone & iPad mini, Proclaim (Proclaim Remote on Fire Tablet).

This actually would only help if Edward was trying to recompile the PB on the other device (which might become relevant if the compiled PB is a huge document, since Upload has a size limit).
