Scaling in Logos is at 100% for the app and the panel (changing either makes no difference)
Logos 9.10 Beta 4 (9.10.0.0011) (same problem with Beta 3)

What are you display settings for Windows 11? That might help.

This looks like an opportunity to add to the tool a warning message about not having the LHB (etc.) downloaded (or even owned).
