Only a fool would bet against you. The chances of your refund matching a purchase price to the penny is very low. So if one purchased an item that was less than your refund, you would be leaving money on the table. So most people will purchase something slightly (or more) above their refund even if only by pennies so that no money is left on the table.
There have been isolated incidents where I left a few pennies on the table. Oh, how I suffered! Better is to spend a little more so you can sleep the next night.

I try really hard to get coupon codes and refund codes to match purchase prices exactly. I've only succeeded a small handful of times, but it's like and extreme sport or something for me. And, I'll be at it again in a month!
I try to only spend it on items that are on sale. I usually have to purchase a non-sale item with the left over pennys.
This is probably intended. I also wished that I got this as store credit rather than a coupon code.
Nevertheless, I am glad that I get some money back to purchase something that is on sale and on my wishlist.

Companies give coupon, rebates, discounted prices etc. Unless you expect everything for nothing it’s a win win situation. The customer saves a little and the company increases their revenue. Sure 2% is not a big rebate particularly but it’s not the only benefit of Connect membership. For me. I am grateful for FL providing the 2% rebate regardless of how much I get, I am grateful for connect membership and other discounts I get throughout the year. Of course I would like more but I want FL to remain financially viable for the long term. I also want their employees to receive a fair pay for all the effort they put to bringing us FL. Sure I don‘t agree with everything they do but maintain healthy cash flows are important and if giving me and others a 2% rebate to entice us to spend more than the value of that rebate helps boost their cashflow in February then I’m all for it.

I think I’ll wait for another sale that might pop-up or for March madness. So far the expansions are OK but nothing that really really catches my interest. We have until May before the coupon expires.

to get a $20 (1 normal book), you would need to spend $1000 first.
I don't know about you, I'm normally not that excited to know how much I'll get, because the bigger I'm receiving, the more money I shouldn't have spent. [:(]
I think the smallest coupon is $20 or 2% whichever is greater. I know in a few of the past years I never came close to spending $1000 & I have never received a coupon that was smaller than $20. This year it was a bit larger & I was able to take advantage of a legacy package & a wishlist item which turned out to be a very nice buy. Regardless, I am always thankful of the ways FL rewards their customers.
Actually, mine was smaller than $20, but something in my memory recalls some past conversation that indicated what you said.
