There are some pointers at https://wiki.logos.com/Quick_Installation_onto_multiple_computers
But please be aware that if you simply install Logos again (after having reinstalled Windows) and log in using your standard credentials all your Logos resources will be downloaded for you (assuming you have Logos set to download all resources)
So restoring from a backup reduces network usage but I will admit I find a network download easier!
If you have Logos Personal Books, some special case needs to be taken over those - particularly ensuring you have a copy of the source files.

Remember to sync everything to Logos’ servers before you wipe your pc.

Yes - absolutely
But as Ronald says, ensure that Logos is synced properly. It should be, but click the sync button at the top right of the Logos window to force it

Manual syncing isn't important as it happens automatically when you exit Logos! If Method 2 is used, everything is backed up and then restored without downloading resources and without indexing - it becomes a duplicate of your original installation.
