If you check the Factbook visual filter menu, you will see that we only show tagging for People, Places, and Things. For those sets of data, we have precise tagging on the location of places where they are referenced.
"Praetorium Guard" is a Topic, and we don't have precise location data for topics.

Also, are you not able to add a community tag in a Bible?
You can - but the visual filter needs to be enabled

Now I wish that we could have the option to have community tags on, but without the line indicators underneath just like we can turn the factbook filter off but still shows up in context menu.
The comparison to the Factbook filter was confusing for me. I don't mind Community Tags always being "ON" via the Context menu (to create and display them) but I want the VF option to display them in the resource (it could be OFF by default).
