BUG: "No Notebook" not stuck to top of list
I am guessing this will come back as an "unimplemented feature" or "working as expected." However, this should be considered a bug or a design flaw.
I am spending time to learn how to use notes. I have been creating folders to clear out the "no notebook" folder. However, I am now to the point where "No Notebook" is dropping in the list. It <should> be stuck on top.

When I first saw this I wasn't convinced that No Notebook should be treated as a special case - although I understand it is helpful in what you are trying to do.
But, it is shown at the top in the Notebook list in a Visual Filter for a resource so this suggestion would be consistent with that.
In the meantime, if you select the No Notebook notebook in the Notes Tool and then select multiple notes in that, you can assign all of those selected to a new notebook in one go.

Consistency is important, I agree. However, it should be clear that it IS a special case. There are two basic options: 1) Not in a notebook 2) in a notebook. Presumably once I get "No Notebook" below my 30th choice, it will disappear altogether! How will I select "no notebook" then?

That is what I am doing. One resource at a time. I have already moved over 11,000 notes. I am down to under 300, but these are moving 3 notes or less at a time.
One of the reasons I gave up on the new notes tool was because I was upset that all the time I placed in organizing my highlights with the OLD tool was wasted once they moved to the new tool. As I argued a decade ago, there should be an option for notes to automatically go into a "resource specific" note document if one so chooses.

In my normal use of notes, No Notebook should be treated like any other notebook .i.e. I have no need (or desire) for it to be pinned to the top. I would give more support for the user to be able to pin up to 3(?) noteooks to the top. Note that I have many notes that have no need of ever being in a notebook.

Consider using two notebook panes.
1st pane open to No-Notebook and the second pane used for are creating your new notebook or for finding your desired "move-to" notebook.
Pane 2, create new notebook. Pane 1 select all notes to move to the new book and bulk move them to the new book using the drop-down.
This "should" work. I realize that you most likely know all of this. Maybe it just did not occur to you to use two panes.
