Personal books
For some reason many of the Personal books that I have loaded are no longer on logos. Does logos remove them? Are they removed during an upgrade?

No, Logos does not remove them. Have you moved your installation to a new machine? Do you have a library filter hiding them? If you have a hard drive, does it have bad sectors? Those are the type of things besides user error that cause resources to go missing.
Orthodox Bishop Alfeyev: "To be a theologian means to have experience of a personal encounter with God through prayer and worship."; Orthodox proverb: "We know where the Church is, we do not know where it is not."

I did move logos to another machine. Does this require rebuilding them?

Yes - unless you have previously uploaded them
See https://support.logos.com/hc/en-us/articles/360015926452-Personal-Books for general information on Personal Books and a short discussion of the upload feature.

… OR, scanned them.
If you have access to the previous installation, you can find the PB files (with extension *.lbspbb) in the "resources" folder (in a subfolder of your L9 installation, in my case it is \Logos\Data\0s1pyknt.tff\ResourceManager\Resources ).
If you copy that folder content e.g. to an USB stick which you then can insert in the computer, you can then use the "scan" command in your L9 installation (in Go / Command box issue command "scan {USB stick path}") to scan those files and they would then be incorporated again into your new L9 installation (of course, only works if you are signed in to your same Logos account.
Alternatively, you could copy the PB files from the USB stick to the new equivalent "\ResourceManager\resources" subfolder of your new L9 installation, and then L) would automatically scan the new files upon next start of the software.

I wonder if anyone has tried this on a Notebook or phone?
xn = Christan man=man -- Acts 11:26 "....and the disciples were first called Christians in Antioch".

Thank you Wolfgang. For some reason, I am unable to find the *.lbsbpp files. Any thought as to how to find them?

If you are in Windows... I use a free program called "Ultra Search" ... you can find anything on your hard drive... like *.lbsbpp ...
