I just tried to look to creating a handout and realised this function was discontinued in 2019! Is there another way to create handouts?

The sermon builder can create handouts.
or if you saved any old handouts. You can use that to create one.
I enjoyed using the handout feature. But it just did not get much traction by users.
Can I access and edit the handouts I've already created with Logos 10?
Yes - but I think this is only possible on Windows. I don't think this was ever implemented on Mac but I'm not sure

Or try the canvas tool to create handouts. Might take longer, but it’s worth a shot.
