There is a Show the Notification Bar toggle in Program Settings. What do you have it set to?

I have the show notification bar set to yes. I still do not see the updated resources panel. I have in the past but not currently.

I am not quite sure I understand your question... partially becasue of the use of "panel." In my screenshot below, notice the blue arrow. Is this what you are talking about? The information in the box (that appears when you click to what the arrow is pointing to)?

And also check the updated-resources filter, in the Library. Any shown?

Yes that is exactly what I am talking about. I call it a panel, I am sure you pros have another name for it. Either way I am not seeing it.

Yes that is exactly what I am talking about.
Is your menu bar on top or on the left?
The blue circle only appears when there is something "new" (app or resource update). When I click on the blue circle, the popup appears that shows the resources and other updates. In the upper right there is an "X," which if clicked, closes that portion of the list. Once the last "x" is clicked, all of the update lists dissapear and so does the blue circle.
So, to answer your question as to why you don't see it: It is likely that you haven't had any updates since you closed the lists. If you are not getting updates, it may be because you have changed settings. One semi-frequent reason for this is that a user has changed updates to happen only at night, and their computer is asleep during that time.
If you are worried that you are not getting updates, this is a good place to start.
