Activate Panel Menu for Mac

I don't see an activate panel menu for Mac like there is for windows. Is there a reason for not having one?

I think be is referring to the keyboard shortcut to activate the panel menu. For Windows you can use Alt+- to activate the panel menu. I do not see an equivalent shortcut for the Mac.
