I don't believe L9 legacy libraries are in sale as such. However, if you don't own a paid version of Logos 9, the library prices are still amazing. In fact, the additional 25% on L5-8 libraries may not amount to much. One set I had in my wishlist is only discounted by a further $1.

I have been taking advantage of some of it. I grabbed a Legacy 8 Library and a Legacy 7 Library....notably Wesleyan....because of my Wesleyan background. I really want to buy Logos 10 package as I spoke about before, but I still don't feel I can afford it. I wish was deployed right now.
