As shown in the screencast http://screencast.com/t/btn1d7TSoov at the Bible Outline Browser doesn't position itself correctly to the requested passage
And for navigation purposes it would be helpful if there were a vertical scroll bar included in the tool.
Any thoughts on this?

I think I'm experiencing the same problem.
I wanted to see how the browser worked. I created a link set between my ESV and the BOB. I navigated to Ge 1:1 in the ESV and in the BOB. I then tried to scroll through the ESV. The BOB stayed at Ge 1:1. I keyed in Ge 2:1 in the BOB. It took about 10 sec for it to move to that reference. Something is definitely amiss.
I'm on a Mac with Yosemite 10.10.4.

I've just noticed this bug is still present - specifying John 3, for example, positions the tool to the beginning of John's Gospel not chapter 3.
Is this something that is still on the list to be addressed?
I'll spend some time today exploring this and get back to you.
The link isn't working for me anymore (sort of expected) but just want to clarify my findings are what you are posting about. Here's my steps.
Open the bible browser tool
Insert a verse like Hebrews 1:1-14
Hebrews 1:1-14
It should redirect on the first passge
Now enter another passage like Matthew 1:5
Matthew 1:5
You’ll notice it doesn’t redirect to the passage

Actually it did - which made me wonder what was going on and encouraged me to go back and check
What I found is that if I simply enter the chapter number the tool doesn't update properly but if I enter chapter and verse it does.
So if I start at Heb 1:1-14 and enter Ephesians 4 the tool updates to the Eph 1:1
But if I enter Ephesians 4:1 it updates to that position correctly
But if I start from Eph 4:1 and enter Ephesians 3, nothing happens
So it looks as though entering the complete reference works correctly - but just a chapter reference doesn't.
So I guess there's a question as to whether this is expected behaviour or not?
