I seem to have Against Apion in Greek but cannot find it in English. I seem to own it, per screenshot. When I go to it in Logos I cannot access it.
What do you mean when you say you cannot access it?

That's a problem with Microsoft Azure not Logos. I know nothing about Azure so I'll not try to troubleshoot that. Copy the address and try it in your browser.
Mick, when I try your link it says "You don't have a license to view this resource."
It seems you'll need to sort this out with Logos Customer Service then. If it's showing that you own it, but yet when you try to access it you get a message saying you don't have a license to view it, then something is probably screwed up on their server end and they'll have to fix it.
Rosie may be right. On the other hand, I just hid this resource for a try and after that I get the "You don't have a license" error message as well. Logos error messages are notorious for only pointing at one possible/probable cause for the error. So check out your hidden resources if the book is there (which might avoid a lot of work on CS part and egg on your face).
Edit: The hidden books are down at the bottom of Logos Program Settings, and sorted alphabetically, so you might want to remember that the book is called "Life, Against Apion"
