Why are Documents shown under Tools in the web app?

In the web app, to see your documents you open to open the Tools menu and access Documents from there

On desktop and mobile, Documents are a separate "top-level" item.

Why does the web app have a different structure?

I guess I'm missing your point. Are you comparing to a desktop beta, that has different icons  from the latest shipped?

There's no Notes in the desktop, and the ordering on the web is different.  Meaning, it's different a lot.

But I'd worry if they start demanding landscape for the app (trying to put more icons on the top panel).  The web store now has no facets, unless you landscape it ... I don't landscape just for Logos (on a mini ipad).

Interestingly, on Accordance, I literally went for years, unable to shop their categories. I even queried the lady rep. Then, I discovered they demand landscape!  Who knew.

    No this isn't a beta-related question

    That's also a good point.

So on web app, there are icons on the application toolbar for, among other things, Notes and Tools (with Documents an option under Tools)

On desktop, there are icons for Documents and Tools (with Notes an option under Tools)

And then mobile does something different again with a range of Guides under the Tools menu as opposed to Guided Study on web app or the Guides menu on desktop

I'm trying to understand whether there is any particular reason behind the different approaches.

    Oh ... ok.

They're probably not inviting comment (but maybe your question).  But it seems to me, the web version makes more sense.  I'm not a notes person but from what I can see, most people do highlights and notes (probably not reflective of forumites).  In which case, putting notes front and center is good for them.

And I'm probably not 'normal' but I look for documents in Tools (not sure why).  I have a major problem with the similarity of the Factbook and Documents icons.  A 'checkmark' isn't a real clue.  So, I have to hover each time.  I'd be a lot happier if Factbook just disappeared (optional).  Or even better, user-tailored.

OK ... back to the inconsistency!
