Command F8 Not Working

I want to use the screen draw feature, but I can only access it through the "hamburger" dot menu on the top right. It tells me to use Command F8 to activate draw on screen, but is not doing it.
Is this a bug or is there something I'm missing? I'm on a MacBook Pro
