Dynamic Toolbar - Notes Filter

Does anyone know what criteria is selected for the filter options in the filter notes of dynamic toolbar?
I have a lot notes, but only a few tags and books of the Bible are showing up in the filter menu.

I queried this at https://community.logos.com/forums/p/222516/1296247.aspx#1296247 and then investigated further and - as per https://community.logos.com/forums/p/222516/1296258.aspx#1296258 - I think it only shows notes and highlights created by selection.

Oh! That makes sense. Most of my Bible notes are anchored to verses. Thanks for the quick response.
I think the dynamic toolbar is an easier way to access the functionality of the tools in the panels.
