If you mean Phrasing in the Mounce sense a.k.a. flow diagrams, the sentence diagram tool does them now - and you can do them in Canvas although it is a bit more difficult.

The uncopyrighted portions are already available on Canvas. To my annoyance, in neither Canvas nor Sentence Diagrammer has Logos implemented pick lists of legitimate values.
