I used to be able to right-click on some tools
You seem to be indicating a right-click on toolbar items, not all of which are 'tools' e.g. Library, Search, Bible and Factbook are tools and will respond to a right-click. Of the others, only Documents responds to a right-click.
But now it behaves erratically,
You need to be specific about this behaviour. e.g. what 'tool' behaves that way, does the right-click menu appear or the selection not work?

To add to what Dave Hooton says, right-click will not work on "Home" or "Guides / Workflows" or "Tools" for different reasons:
1) "Home" does just one thing: takes you to the Home page. You can't open that in a floating window or tab, because it takes over the entire Logos screen.
2) "Guides / Workflows" and "Tools" are both like top-level menus with tools within them. You can use right-click to open any of the Guides/Workflows or Tools in a floating window or a tab:
Maybe the UI could have some better distinguishing characteristic to show you that those three items are different from the ones that you can right-click on.
Please clarify if the above isn't what you were talking about.

Yes, except for home, guides and tools, the open options appear. I usually open the library in a separate window. I've just discovered that if you place the cursor exactly over the tool logo, the right-click doesn't work, but if you place it at the edge of the bar, the pop-up options to open the tool in a new window or pane do appear. Behavior continues, but less so
I haven't seen any issues with the right click function you are referring to, post your OS and Logos Version so other users with the same configuration can test.
