Yellow highlight tool does not work if it is the first selected. It will work if it is added to an existing markup.
Can you provide some specific steps to reproduce what you're seeing? I keep the yellow highlighter style selected as my default and all I have to do is open a book, select some text and hit "Cmd+K". Seems to work every time for me, even between app restarts.
If you can reproduce the behavior you're seeing and post logs when you do, I'd be happy to look into it.

Using Cmd-K seems to work well. However, clicking or double clicking on a selected highlight from the list does not place a highlight on selected text. But it does change the highlight so that the next time I use Cmd-K the new highlight is placed on the selected text.

If a highlight is already chosen then selecting the text and selecting that highlight again will not highlight the desired text. You will have to select another highlight and then select the desired highlight again. Although it is probably easiest to do what Tom does.This should be fixed for A21.
cmd-k does work.
However, so should reclicking the already selected highlight. It should execute the same code as cmd-k.
I had to come back to the site to see what the keyboard shortcut is for it to get it to work. Not a fan of having to touch the keyboard to give the shortcut when I'm just reading.
If this is not a bug, it should be rethought.
