I don't know the actual differences between the English and Chinese subscription (you'd need to figure that outfor the ones you are interested in, possibly by opening the subscription pages in two browser windows and scrolling through), but regarding the rationale why, there have been some answers shared regarding the differences between German language and English subscriptions:

the subscriptions are geared towards the local market and may be composed differently (e.g. the translation feature is part of Premium and up in German subscription, but only in Max in the English ones)
the libraries are vastly different - the English ones come with many hundreds of books, smaller languages may not be able or willing to do so with a limited overall library and make the subscription cheaper.
(my thinking, not officially confirmed) the subsciption should meet the right price point they anticipate and even did questionnaires on before: how much do users from the target demographics want to/can afford to pay for it
