Resource View: Option to always show toolbars

It would be nice to have the option to keep the info bars at the top and bottom of the app while reading and they not fade away.

    This request is repeated in several suggestions. It used to be an option, not sure why it was removed.

    I agree, as an OPTION, but in that mode, make them as vertically skinny as possible to minimize useful screen space loss.
