Notes Filter doesn't include anchor-based notes?

I clicked the "Notes Filter" button in the new command bar, and it showed an empty notes panel. I compared to what I think is equivalent in the desktop app, and I see my anchor-based notes. I've attached a screenshot.

    This works as expected for me and I am able to filter by anchored notes (text ranges and references) in the Web App.
