just go to the product page of Logos 7 Basic - if you don't own it already, "buy" it for 0.00 - there's a download link for the Logos 7 installer at the bottom of the page for all owners of this free package.
This will install Logos 7 (and all resources owned by you) on the new PC
How do I download Logos 9 for new computer
For a new computer, you should install the latest edition v44.2 as that is supported by Logos while Logos 9 is not. People still run Logos 9 when they have a computer old enough that it will not support the current version.

As with @MJ. Smith above you install the latest version of the software and it will download your "Logos 7" library of resources (free Logos 7 Basic is no longer available, if indeed that was what you intended).
@Dave Hooton This is a great example of a weakness of these forums taking up so much vertical space. I was responding to @Ed Sealy while you were responding to @John A. Lockley but with so few posts appearing on the page, the distinction is hidden.
I was aware of that, but used your response to emphasize the need to load the latest software version on a new computer. We should soon see if that was their intention!
