NotesTool Blank on Open and Note Indicator not Visible

When Notes are opened for the first time the page is blank. I need to go into a Notebook and select a note for it to start working.

2. There is a Note with a light blue icon (1) anchored to James 1:1-12 (2) with the icon visible in my Bible (3). But the same icon (1) anchored to James 1:13-18 (4) is not visible in the Bible (5). Notes are always taking the first instance of a Bible Reference in canonical order and show the icon only there.

I suspect the first issue relates to having the Notes Tool sorted by Notebook but not having a notebook selected. Try setting that to a different option such as sorted by Date Modified. (Although I don't know how to get the Notes Tool to open to the state you show on the screenshot!)
