How do I get it to display the panel menu as below?

Your first is the current menu; your second is the older, now unavailable menu (except on older version use).
A minor vocabulary issue — the panel menu is what the accessed via the stack of three dots at the right of the first line after the tab. You are referring to the resource toolbar. Using the correct Logos terminology will help you find answers in help which is the purpose of my mentioning it.

I am still having issues with copying a bunch of verses. I understand that I go to Share —> Passage List, but then after that the passage list is blank and wants me to manually add verses. Is there any way to duplicate a tab within the mobile app? I have some tabs set up and sized perfectly and there are times I’d like to duplicate and link them to other resources within a particular layout and duplicating would make it much faster.
