Yes - but there are several such resources in Logos that are indexed by Strong's and compiled in the order of Strong's numbers. The best way to check whether one might already own one is to run a Power Lookup on a Strongs number:
Those results where the entry starts with the Strong's will allow scrolling through to see adjacent Strong's.
You can accomplish that by opening this resource in Logos.

Correct. You would have to purchase a Strong's resource to accomplish this.
I do note that if I type in strongs:H2019, e.g. it will return some of Strongs, but not all strongs numbers.
Sorry, I don't really get what the issue is. Where do you type it in - in a search? against which resource(s)? A screenshot might help. And possibly a bit more context what you expected to see in terms of "all Strongs numbers"
