reading plan doesn't sync to iPhone or iPad

I have a reading plan that syncs fine between Windows and Mac but never goes to my iPhone or iPad. In fact there is a plan on the iPhone and iPad but it's not one that I have on either Windows or Mac.
I have seen a lot of posts about syncing issues. Is it still broke?

Is the reading plan for a book that is not available on the iPhone?
