How can I reopen a saved tab set from my android on the desktop, ipad or web versions ?

I'm afraid this is not possible as tabs / layouts don't sync across different platforms.
One way to think about sharing across desktop to mobile to web is, these can share (some) data, but they share very little functionality. Don't assume any functionality is shared and you'll often be right.
Layouts and Library are two of the worst areas of dysfunctionality between desktop and mobile, sadly.
I do my work in the desktop app and do my devotional stuff in the mobile app. As long as I keep these separate, I stay happy.
Thats really a shame. Logos if your listening, we would love to see some more shared functionality. It would be fantastic to be able to open a revisit a saved layout or set of tabs from android mobile to ios for example. Or really, even the ability to save layouts online while working on a desktop pc and open them later on ipad for speaking for example. Im actually quite suprised this isnt available.

One of the reasons I expect this is not possible, and - probably - unlikely to happen is that you can have more "complex" layouts on desktop than are supported on mobile.
I could see the more complex layouts not having full shared data. The layouts containing the data that is compatible with all devices could easily be shared. Currently it does this with bookmarks, notes, highlighting and basic data. A bit of development here I would think this is possible.
