B8 Question - Where are the advanced prioritization features in the Library?

B8 release notes say, "Advanced settings for Prioritization of resources has been implemented."

Where do I find these settings? Except for loosing its windowness, the Library looks the same to me.

Right click on any of the books in the prioritized list.
