I have never heard the term. Also, Collins English Dictionary (unabridged) doesn't list it. I would guess that it would be Psy-cho-PAN-i-ky, but that's simply a guess.
Good question! I'd never heard of it. I checked the OED: Pronunciation: Brit. /sʌɪkəʊˈpanɨki/ , U.S. /saɪkoʊˈpænəki/
I think that means the accent is on the PAN syllable. I couldn't find a legend for understanding their pronunciation scheme, but the apostrophe seems to mark the accent and from other examples I think it preceeds the accented syllable.
