Will find the word love where it occurs with 10 letters of the word hate.

Sometimes you may want more control than AND. Logos also offers proximity operators BEFORE, AFTER, WITHIN xx WORDS, and NEAR. They are mostly self-explanatory and are used like this:
Proximity operators use the same article sizes as boolean operators, above.
Using Characters (CHARS) in proximity searches operate the same way and are even mentioned in the description above.

One note to your above explanation :
The above searches will search only within a single Bible verse when you use Bible search method.
But if you use the Basic method and select a Bible version(s) as the resources to be searched using the Basic method, then your above search will be done on a whole Bible chapter.
i mention this because you are describing a proximity and that proximity is relative to the method of your search.

As it appears that Mark is retiring[:)] I'll mention why you would use CHARS in preference to WORDS.
If you are interested in the title "Lord Jesus Christ" you could use Lord BEFORE 2 Chars “Jesus Christ” as it will find the string with no punctuation between Lord and “Jesus Christ" eg. it excludes "Lord, Jesus Christ" in 2 verses of the ESV.
But note that footnote markers are also counted as CHARS.
